KNOWLEDGE, SKILLS & ABILITIES (KSAs)

FACTOR 1:   Demonstrated knowledge of the Privacy Act of 1974, the Paperwork Reduction Act of 1955 (PRA), the Federal Records Act, and OMB guidance for developing and managing information collection requests under the PRA

Early in my career, as an Air Traffic Control Specialist involved with coordinating services during emergency situations with the military and civilian officials, I learned to follow the rule of maintaining complete confidentiality during these tense and precarious situations.

Later, as an assistant in a medical practice, I continued to follow the fundamentals of maintaining strict confidentiality when it comes to any and all personnel records.

As Access Control Administrator at Jacksonville International Airport (JAA), drawing guidelines and directives, and observing strict security regulations, were of first concern.  I worked closely with FAA personnel to ensure access control for secure/restricted areas and security compliance with FAR 107, and developed and administered security training classes for JAA to assure privacy compliance.

Another job responsibility at Jacksonville was in the area of personnel management, to include training, supervision, mentoring and coaching/counseling.   In this Human Resources function, maintaining strict confidentiality and close control of records at all times was a strict requirement and never taken lightly.

To develop and manage information collection at Jacksonville, I organized numerous meetings with FAA personnel to discuss and gather statistical information.  Further, I met with local user groups to understand their potential requirements.  To determine what compliance standards had been successfully implemented, I conferred with management of surrounding airports.  After all of these meetings and conferences, I compiled the data and delivered it to Jacksonville airport management.   From all of this collected information, I was able to develop and implement a security training curriculum as well as determine appropriate access levels to be utilized by airport personnel, a process still in use today.

As a member of the teams developing Letters of Agreement (LOA) for inter-facility communication and procedures development, I am actively involved in collecting information regarding emergency procedures involving aircraft and all communication that would be needed between airport officials, emergency officials, airport users and air traffic controller personnel.  Also, we work diligently on continually reorganizing and streamlining the LOA between Orlando International and Sanford International, collecting data that would result in constant communication between the two entities in order to ease workloads and simplify procedures.

FACTOR 2:   Ability to apply complex fact finding, analytical and problem solving techniques in order to provide service, analysis and leadership support necessary to fulfill PRA paperwork reduction requirements

Beginning my career in aviation with the United States Army at Ft. Rucker, Alabama, as an Air Traffic Control Specialist, I was charged with managing and coordinating flight control services at the primary Army aircraft pilot training base in the U.S.   This required developing the ability to instantaneously absorb complex data, analyze all facets of it, problem solve to determine best course of action and disseminate findings to involved personnel.  In this assignment, I held responsibility for safe and orderly movement of both fixed and rotary-wing aircraft, in excess of 1,300 on a daily basis.   To support the most efficient utilization of resources in a leadership role, I developed strong capabilities in flight plan transmission and understanding of meteorological and navigational information.  This involved daily, complex interaction with 19 surrounding airfields.

Following this assignment, I moved into the civilian sector where I assisted in the management of a medical diagnostic facility.  In this role, I analyzed practice needs and developed new methods of efficient patient scheduling and charting.

Accepting a position as Access Control Administrator with the Jacksonville Aviation Authority (JAA) at Jackson International Airport in Jacksonville, Florida, I found a substantial amount of my daily responsibilities required the collection and analysis of broad-ranging data.   At the outset, there were no factors in place to assure compliance with Federal Aviation Administration (FAA) requirements focusing on access control for secure and/or restricted areas.  To address this issue, I initiated numerous forums with FAA Inspectors to gather data and met with management of surrounding airports to ascertain what compliance standards had been applied with success.  After compilation of the data and subsequent analysis, I presented the findings to airport officials for review and action.

This resulted in my approval to develop and implement a security training program which far exceeded the existing regulatory standards in place.  As part of this overarching security initiative, I also developed guidelines for appropriate access levels which were put in place and are currently being utilized by Jacksonville International Airport in both the physical plant and adjacent environment.

Currently, as Staff Specialist at Sanford International Airport, I work closely with large amounts of data on everything from quality maintenance to personnel issues to budgetary constraints.  This data requires analysis and interpretation in order to develop solutions to various problems associated with these various areas.  Concerns that must be addressed range from maintaining highest possible customer service levels, through meeting training requirements of the National Training Regulations, to preparing the Operating Expense Budget for Facility Training and distributing it on a monthly basis to the FAA.

FACTOR 3:   Ability to communicate effectively orally

Beginning as an Air Traffic Control Specialist at the Army s primary aircraft pilot training base, I quickly developed the ability to communicate complex oral commands and directives in a firm, clear-cut manner.  This was obviously a crucial skill in directing in excess of 1,300 flights and movements daily of military and civilian aircraft.   Further, I communicated flight plans, meteorological and navigational information to airport and aircraft personnel, vital to safe deployment of fixed and rotary-wing aircraft.

There were also occasions of emergency and precautionary-landing events, as well as search and rescue situations that required calm, controlled and clearly-given directives in order to achieve the best possible outcome.  This entailed verbal communication with and coordination among military as well as civilian officials.

In my role as Access Control Administrator at Jacksonville International Airport, I simultaneously held responsibility to train, supervise and mentor, including coaching and counseling, observing the guidelines of the Jacksonville Aviation Authority standard practices and working with in-place collective bargaining unit agreements.  This required strong abilities to verbally communicate with various levels of personnel, from management through hourly workers, encouraging and supporting personal growth and attainment of professional goals.   By utilizing strong interpersonal communication skills, I was able to obtain buy-in of aircraft operations staff, consultants and government representatives to maintain access control and facility security.

Later, as Air Traffic Controller for the FAA in the central Florida and Teterboro, New Jersey, markets, I again utilized my oral communication skill sets to direct air traffic at some of the nation s busiest airports.  This included verbal directives to pilots regarding taxiing and takeoff as well as air traffic clearances.  I was required to communicate flight plans and coordinate air traffic movement between numerous airports.  The orderly reception of control of aircraft into airspace of responsibility and equally orderly transfer of control out of responsibility airspace is another skill which I developed, requiring clear and concise oral communication.

In my current role as Quality Assurance/Training Specialist, I am charged with responsibility for training facility workers, both management and hourly, in maintenance of high quality standards for the facility.  This training, performed on quarterly basis, requires strong verbal communication techniques and abilities.

Another responsibility of this position is to prepare and deliver a monthly Operating Expense Budget for Facility Training, with accompanying comprehensive support of the necessity of items listed and recommendations/proposals.

FACTOR 3:   Ability to communicate effectively orally (continued)

As Chair of the Safety Risk Management Team, I facilitate meetings and compile recommendations which are presented to the Air Traffic Organization. These recommendations cover the implementation of continual personnel training on dual/simultaneous instrument landing systems.   As a member of the Runway Safety Assessment Team, which includes input from all facets of aviation and is charged with evaluating runway incursions, signage, controller error and pilot deviations, I serve as FAA Representative, successfully presenting findings to entire aviation committee.  This ability to convey areas of concern has led to continuing discussion of improving runway safety.

Additionally, at Sanford International Airport, the majority of air traffic is conducted by student pilots.  I have developed open forums, held on a quarterly basis, to allow discussion between airport management, students and training school on the goals and objectives of the flight instructors, students and controllers.  To further aid in the continuing education aspect of all flight-involved personnel, I deliver presentations focusing on existing and recent procedures.  My ability to communicate in these areas has resulted in significant increases in the tower controller s ability to proactively resolve problems and maintain a safe environment.

FACTOR 4:   Ability to communicate effectively in writing

As Access Control Administrator at Jacksonville International Airport, one responsibility was to prepare and deliver performance reviews for facility personnel.  This entailed development of job descriptions and functional responsibilities for the various roles and assignments within the department.  Once these functions were determined, they had to be presented in a cogent and comprehensive written document which could then be utilized with individual personnel to clearly define their duties and responsibilities.   The import to a successful department of well-designed and delivered performance reviews is that personnel know what is expected of them and what they can do to achieve the required results.

Another vital area of Access Control is the development of well-drawn directives which clearly and specifically lay out all rules and regulations related to maintaining the security of restricted areas.  By auditing FAA files and familiarizing myself with FAR 107 requirements, I worked closely with FAA personnel to author just such specific regulations.  Also, I developed and administered a security training curriculum for Jacksonville Aviation Authority (JAA), their users and customers.  Again in compliance with FAR 107, I prepared and submitted Access Control Study Checklists for FAA approval.

As a function of my role as Quality Assurance/Training Specialist with the FAA at Sanford International Airport, and my background and familiarity with several airport facilities, I am involved with several teams holding responsibility for inter-facility communication and procedure development between Sanford International Airport and Orlando International Airport.  For one such Letter of Agreement (LOA) we focus on such areas as emergency procedures as regards communication that would occur between aircraft, airport officials, emergency officials and air traffic control personnel, successfully communicating our perspective.  In another LOA, we address streamlining agreements between Orlando and Sanford, creating a forum for continuous communication between the two facilities to ease workload and streamline procedures.

Assisting with daily operations at Sanford has been an integral part of my responsibilities and, in that role, I develop and communicate process improvement planning to upgrade customer and quality support for our clientele.  This includes firmly supporting and making recommendations for needed studies and new projects for continual development of facility goals and objectives.  And by utilizing collaboration with colleagues and administering enhanced operational strategies, I have played an instrumental role in boosting aviation performance at both Sanford and other local airports.
