knowledge, skills & abilities (ksas)

factor 1:   knowledge of network services

at the very beginning of my information technology career, i was hired by the regional educational services agency of west virginia to serve as the limited access and wide access network installer of network cable for west virginia public schools.  for this assignment i proactively sought and was rewarded with training in hardware troubleshooting/replacement, network printing protocols, ms client access, ms windows versions 3.x and 95, pc support and installation of network interface cards (nics) into pcs and servers.  to broaden my experiential base, i added cat 5 ethernet cabling, fiber optic fiddi, thinnet ethernet coaxial cable and installation of switches, hubs, routers and servers.

following that assignment, i took a position with ace computers in parkersburg, wv, my first ever in the private sector.  as a field computer technician, i developed close familiarity with the needs of individuals in a home setting, traveling to private homes of clients to set up systems and diagnose/troubleshoot pc problems.

shortly thereafter, i was hired by fanelli boys inc., also of parkersburg, wv, to serve as the computer and printer technician/network installer.  this small, privately-held company afforded the opportunity for a great deal of hands-on experience on various types of hardware, including printers and faxes of from many manufacturers.  broadening my overall it experience in this manner made me a more valuable asset to my company.  further, i held responsibility for installation of small business networks for clients, which added to my scope of knowledge of all things pertaining to networks.

by far the largest bulk of my career has been with the federal emergency management agency (fema), which began in 2004.  with fema, i have held four separate titles, including network manager, level 3 and network specialist, level 3.  i was originally brought into fema in a temporary capacity.  my first assignment was to support the disaster response and recovery effort following hurricane ivan, specifically configuring, repairing and maintaining fema computers and network functions.  as a function of this role, i became very well acquainted with fema s wireless network topologies and how the vpn client is used to create a secure wireless network.  i also installed ethernet cat 5 fiber optic network cabling as well as network patch panels.  the branch chief was so impressed by the speed at which i absorbed new information and turned it into practical capability, that she requested of regional management that i be hired on a permanent basis.  because of my abilities and experience, i was assigned a manager role in baton rouge, la, to support the fema efforts on behalf of hurricane katrina s victims.  among my duties were defining network requirements and server troubleshooting.   i played a key role in the largest-ever migration of fema s massive network from washington, dc, to baton rouge, la.

later, at the sponsorship and direction of my cadre manager, i was enrolled in the emi enterprise it managers course in emmetsburg, md, where, among other areas, i expanded my knowledge of hardware needs and network circuits.  i also served as manager for multiple-sized projects, with my most recent assignment as assistant network manager in support of the operations to mitigate the results of the catastrophic floods in iowa.   among other areas of concentration, i focus on server backup and maintaining fine tuned network operating systems to provide outstanding service.

knowledge, skills & abilities (ksas)

factor 2:   knowledge of operating services

while at west virginia university, i also attended classes that were part of the cisco networking academy.  a partial list of this coursework included tcp/ip, dhcp, network topology, ipsec, subnetting, datalink, firewalls, various ms software programs, comptia a+ and comptia network+, and the mcse program, including windows 2000 and 2003.

following this, i was hired by the federal emergency management agency (fema) to assist with rebuilding after hurricane ivan.  in support of this assignment, i familiarized myself with some of the software and hardware utilized by fema, including cisco vpn software client, 3002 cisco vpn hardware client, windows 2000, ms office suite, ms exchange, viewstar, adobe and oracle, to name a few.  i also learned to utilize the vpn client to create a secure wireless network, as well as serving as an installer in cat 5 ethernet cabling and hardware such as routers, switches, snap servers, windows servers and patch panels.

the developed proficiency in these areas led to a promotion to manager in the baton rouge, la, region to support the efforts following hurricane katrina.  this required decision-making regarding voice and data transmission and analyzing and defining network requirements.   i also held responsibility for account management covering passwords, network rights and privileges, server access, scheduling of server maintenance, documenting common problems and determining appropriate corrections.

in my role as manager, i served as liaison to the upper management of fema, keeping senior staff members informed of existing and possible upcoming problems and any work slowdowns or stoppages resulting from necessary upgrades and patches.

during this time, fema it management determined it was necessary and feasible to migrate a very large part of their active directory database - national emergency management information system (nemis) - from the operations center in washington, dc, to baton rouge, la.  to facilitate this and be prepared to serve in both an oversight and hands-on role, i took specific training in microsoft active directory user and groups.

i also participated in training at the emergency management institute (emi) of emmetsburg, md.  there i received certification in enterprise systems for network managers, which provided a great deal of relevant hands-on training for managing all aspects of a large enterprise-based network utilized by most government branches.  it included, among other things, network planning from inception to finalization, including hardware and software, and personnel management.  additionally, i increased my awareness of telecommunication requirements, particularly of such voice systems as the g3 and merlin phone switches, and of network circuits (t1, t3, ds3, dsl, among others).  as an it coordinator with fema, it was important that i be capable of accessing the needs of an operation for both voice and data services.

factor 2:         knowledge of operating services (continued)

it was this comprehensive, extensive experience and knowledge of government-specific operating procedures that supported my movement into manager roles in subsequent assignments with fema, most recently in the restoration efforts in iowa after the floods of 2008.  included in the operating services i provided were those of user management, server maintenance of windows 2003, teaching new technicians day-by-day problem-solving techniques and familiarizing them with fema policies and procedures, as well as the organization s it architecture.

knowledge, skills & abilities (ksas)

factor 3:   knowledge of it acquisitions, it policy and planning, it project management and server administration

early in my career, as a network cabling technician/computer technician for the regional educational services agency (resa) of the state of west virginia, i was charged with network cabling installation for local area networks and wide area networks for public schools in west virginia.  working with the equipment and the process gave a first taste of it acquisitions, policy/planning, project management and server administration.  in the 14 months that i was employed by resa, i quickly learned hardware troubleshooting/replacement/upgrading, windows 3.x and 95 installations, dos, pcs, network printing protocols and various ms software programs.

following this assignment, i served for a short time with a small computer re-seller in parkersburg, wv.  in this hands-on environment, i functioned as a project manager for my account base, assisting them with it acquisition for personal use and formulating company it policy and planning (based on perceived market needs and availability).   even in the relatively short duration of my tenure with this company, i developed a process for policy and planning and project management.

later, i took a position as computer and printer technician/network installer, with fanelli boys inc., a hp-authorized reseller and service center, also in parkersburg, wv.   with this company i broadened my knowledge and experiential base of it hardware and software (to later support necessary acquisition decisions) by working on various manufacturers printers and faxes, installing software, building computers to customers specifications and setting up small business networks, as a means of developing project management and server administration experience.

after being hired by the federal emergency management agency (fema) in 2004, i served in roles of network manager, level 3, computer specialist, level 4, network specialist, level 3 and communications team leader, level 2.   moving up through the agency, i was promoted to manager in the baton rouge, la, operations supporting the hurricane katrina relief.  as manager it fell to me to be responsible for decision-making regarding acquisitions necessary for network maximization, including equipment requirements.  i was also responsible for documenting daily problems and making recommendations as to fixes and planning for on-going solutions.  new hires reported to me for training and familiarization with fema policies and procedures.  i made the determination of when it was necessary to schedule a project of personnel participation in off-hours updates/patch installation, scheduling individuals to maximize their performance with only minimum impact in the normal workday personnel.   further, as part of project management of these update/problem solving sessions, i kept strict control of staffing costs, particularly overtime hours.

knowledge, skills & abilities (ksas)

factor 4:   ability to supervise

originally hired by the federal emergency management agency (fema) to assist with the recovery process following hurricane ivan, my aptitude for quickly learning new agency-specific information became apparent to the branch chief.  she authored a letter of recommendation that i be brought into the organization on a full-time basis, with a focus on becoming a member of the management team.    shortly thereafter, i was sent to baton rouge, la, in support of the hurricane katrina disaster relief effort, and moved into a manager role.

in this supervisory role in baton rouge, i was tasked with training and teaching several teams of local hires and contractors, to assure they were knowledgeable in all applicable agency requirements, policies and procedures.  this was an important element in the recovery process for the area, as utilizing members of the local workforce assisted in the highly-necessary smooth flow and interface between the agency and the population we were there to serve.

i took on the responsibility for after-hours scheduling of personnel for proactive updates and patch applications, other problem resolution, and any other projects that would increase efficiencies.  by utilizing the non-workday time period, the daily flow of information and general work load was impacted minimally by the work stoppages necessitated by the upgrades.  keeping a close watch on staffing requirements for these processes, especially keeping true overtime to a minimum, allowed me to maximize personnel utilization and keep our people continually working yet still stay close to budgetary guidelines.

the agency recognized my supervisory skill during this time by assigning as many as 30 technicians as my direct reports.   i was charged with training these technicians and overseeing their work, which required involvement with all areas of performance, both the good production as well as areas in need of improvement.   at times, it was necessary to bring certain disciplinary actions to bear, which were handled in as professional and positive a manner as possible.  in other cases, it was a pleasure to write letters of recommendation for exemplary service and production.    further, i authored and presented all performance reviews for the technicians, which provided yet another opportunity for interaction with employees working under my supervision, as well as allowing me to continue to gain insight into how to better support our mission responsibilities.  as acknowledgement of my supervisory capabilities at this time, the secretary of operations presented me with an award for exceptional service, which included a letter of commendation and a $200 check.

shortly thereafter, fema decided to migrate a large network system from the fema it operations center in washington, dc, to baton rouge, la.  to facilitate this move, i was sent to microsoft training for managers to become familiar with the logistics of such a migration.  considering that they were moving a massive amount of information to perhaps the largest disaster site in u.s. history, understanding how to manage the people who would be doing the actual work became a priority for me.   following this migration, at the recommendation of my cadre manager, i was sent to the emergency management institute in emmetsburg, md, to attend their enterprise operations it managers course based on his observation of my abilities to manage personnel and solve problems.

factor 4:   ability to supervise (continued)

during my tenure with fema, i also attended many management courses and professional federal training, particularly in ethnic diversity, equal rights, alternative dispute resolution and sexual harassment in the workplace.  training also included equal employment opportunity (eeo) for employees, and introduction to incident command system i-100 for federal disaster workers.  the latter was particularly helpful in giving insight into both managing personnel and working with peers,  when to step up and assume control of a situation and when to accede to someone else s authority and smoothly hand over control.  all of this specific, hands-on professional training was extremely valuable in providing background understanding as well as solutions for the day-to-day challenges of personnel supervision.

over the next several years, i was assigned as network manager for various projects, the most recent being as assistant network manager in support of the operation to assist in the rebuild after the floods in iowa in 2008.  in these roles i have continued to hold responsibility for teaching new technicians proper day-to-day problem solving and familiarizing them with fema policies and procedures.
