ECQ 5:  Building Coalitions

 

A key part of my jobs has been to continually forge, develop and establish key relationships.  I build coalitions and liaise effectively with internal staff members as well as with other Federal agencies, State and local governments, nonprofit and private sector organizations, foreign governments, and international organizations.

 

Serving as the Senior Strategic Analyst at L-3 Titan Corporation, I was appointed J4 representative at US Army War College on logistics team and served as team lead for all logistics issues.  I coordinated and briefed the logistics team to support the current war scenario.  I also proactively supported the Joint Staff J4 representative, as well as OSD, J7, J8 and the Services with completion of final MSFD document.  Exhibiting strong communication and interpersonal relation skills, I proactively attended and participated in Strategic Studies conferences and supported initial development Department wide study plans and QDR scenario vignettes, assisting Joint Staff J4 representative and OSD, J8, and the Services. 

 

I also efficiently planned, coordinated and executed the State Partnership Program (SPP) initiative between the National Guard and a foreign area partner nation, as State Partnership Program Coordinator at DC ARNG.  I also directly communicated with and supported the Commanding General and the Deputy Commanding General of the DC Army National Guard.  I successfully developed, arranged, and obtained approval for a 5-year SPP plans due to specific requests from the US Ambassador to the partner country, the partner country's Ministry of Defense and geographic Commander-in-Chief (CINC).  In addition, I planned and coordinated military air by partnering with the US State Department, the Department of Defense, NGB, Commander in Chief of European Command (CINCEUR), embassy staff of both the United States and partner nation, and the U.S. Transportation Command. 

 

While working as Director of Youth Programs at District of Columbia Army National Guard, I applied advanced communication and interpersonal relation abilities in briefing city officials and the public and informing all stakeholders of the benefits of youth programs, building consensus through give and take.  I developed and established key relationships and interfaced with families, civic leaders, Deputy Mayors, Metro Police Department and several other agencies to ensure effectiveness of the youth programs for both the participants and the community at large, contributing strong negotiation skills.

TQ 1:  Ability to lead and manage the development of policies, processes and programs pertaining to supply management, equipment on-hand, and supply support activities.

 

I have continually served as a solutions-focused leader, with strong focus on managing the development of diverse policies, processes and programs to optimize productivity and efficiency.  I served as a Strategic Logistics Analyst, while working as the Team Lead/Senior Program Analyst at Army Materiel Command/Analytical Services, Inc.  I managed strategic planning, logistics automation, logistics policy, and business transformation, exhibiting strong attention to detail and multitasking skills.  I conceptualized, developed and managed the production of strategic communications products, coordinating directly with the DA G-4. 

 

While working as the Deputy Chief of Staff for Logistics at District of Columbia Army National Guard, I ve provided results-driven leadership in directly managing the design, development and implementation of policies, processes and programs pertaining to supply management, equipment on-hand, and supply support activities.  I directed the activities of logistics elements including all units in Combat Support and Combat Service Support providing supply, services, maintenance, and transportation across product lines.  I also supervised, planned, and programmed schedules and workflow for the Transportation Specialist, Maintenance Officer, Supply Management Officer and the Supply Officers at the Command Level to ensure optimal utilization of human and operational resources. 

 

To ensure a complete automated capability and alignment with active duty counterparts Property Book Unit Supply Enhanced (PBUSE) and maximize productivity and flow of communications, I effectively reengineered the entire logistics system within the organization.  I conducted comprehensive review and analysis of required unit equipment inventories and developed, scheduled and executed annual/special command physical inventories to ensure optimized stockage levels (depth and breath).  I also applied technical expertise toward the development of quantitative requirements for storage, distribution and accountability of unit inventories and conducted quarterly inspections.

 

I also served as a Supply Systems Analyst/Supply Management Officer at DC National Guard - Washington, DC for four years.  I planned, organized and managed supply and services functions, with full accountability for command supply and storage and equipment.  I was relied upon to supervise the warehouse in issuing, storage and receipt of materiel for the command and units.  Due to our success in optimizing productivity, efficiency and performance, we became #2 out of 54 states in managing excess equipment. 

 

To complement my extensive professional experience, I have completed extensive training in supply management, leadership and logistics.  I have a Master of Science in Managerial Leadership, as well as a Master of Science in Strategic Planning.  I am also in the process of completing a Certification for Level III, Major: Life Cycle Logistics.

TQ 2:  Ability to provide executive leadership, guidance and coordination for the formation of supply and supply support programs.

 

Throughout my progressive career, I have repeatedly demonstrated my expertise in leading, guiding and coordinating the formation of diverse projects including supply and supply support programs.  My record shows repeated success, resulting in progressive increased responsibilities and promotions.  I have strong organizational skills with the ability to quickly diagnose unproductive workflows and processes and re-organize systems and workstations for maximum productivity.  I appropriately delegate, so that even the most ambitious supply tasks and projects are achievable through hands-on oversight and short-term objectives including steps with time frames.  I successfully analyze current processes, evaluate alternatives and options, and implement creative solutions to meet organizational objectives.

 

Demonstrating my dynamic leadership skills, I was relied upon to lend expertise as the Future Force and Transformation Expert and served as instrumental part of a functional team within the G 3/5 performing requirements and concepts analysis for future force and transformation issues as Senior Strategic Analyst at Army Materiel Command, AMC G35, Lockheed Martin.  I conducted comprehensive review and analysis of logistics issues, wrote and coordinated position papers with other staff sections and higher and lower headquarters, and prepared executive level briefings, further illustrating exceptional ability to manage multiple functions.  I also successfully represented Army logistics across the full spectrum of AMC, G-3/5 priorities including: Strategic Planning, Logistics Automation, Logistics Policy, and Business Transformation, demonstrating strong organizational and analytical skills. 

 

I successfully planned and coordinated supply and supply formation programs as Deputy Chief of Staff for Logistics at District of Columbia Army National Guard.  I directed the activities of logistics elements including all units in Combat Support and Combat Service Support providing supply, services, maintenance, and transportation across product lines.  I also effectively reengineered the entire logistics system within the organization to ensure a complete automated capability and alignment with active duty counterparts Property Book Unit Supply Enhanced (PBUSE), maximizing productivity and flow of communications.  I effectively reduced excess property in the major subordinate command from over $300,000 to $66,020 within six months and also decreased the deadline report of trailers from 83 to 43 within two months and DC National Guard became #3 out of 54 for ULLS Reporting.  

 

To maintain up to date with current industry trends and technologies, I have completed extensive training in leadership, supply technologies/management and related topics over the past 20 years.  I successfully completed Property Book Unit Supply C Enhanced, Supply Management Officer Course and Supply Operations, amongst others.
