Quality Ranking Factors
1.
Ability to plan, organize and implement social work services to Mental
Health patients in a Community Based Hospital setting independently.
As a Licensed Clinical Social Worker for over a decade, as well as an RN since 1985, specializing in mental health/psychiatric patient care within hospital environments,
I offer extensive experience in strategically planning, coordinating and implementing social work services and medical care of mental health patients. I have also been an active Licensed Massage Therapist since 1981, providing body-oriented therapy to clients referred by psychotherapists within the healthcare community.
As a Therapist, RN and Charge Nurse with Women s Medical Center, I effectively planned and facilitated therapy as well as continuing care/mental health social services for patients hospitalized with eating disorders. Prior to that, I was an RN/Charge Nurse on an Adolescent Crisis Unit with Pinellas Emergency Mental Health Services, where services went beyond hospitalization to include ongoing mental health/social services. Going back to 1983, I was a Charge Nurse responsible for a 6-member team on a Psychiatric ICU, where again mental health services went beyond the hospital setting to include post-discharge planning and coordination of mental health/social services within the community.
Outside a clinical setting, I was also an RN for 4 community-based residential facilities providing care for severely emotionally disturbed children. While much of my more recent work has been in a private practice setting, I continually collaborate with resources throughout the social service and medical community to coordinate full-scope services for my mental health patients. I am proficient in assessing patients in order to clearly define optimal solutions to addressing their unique needs and am able to use my extensive network within the mental health community to ensure delivery of quality social services.

2. Ability to provide direct social work services to
Mental Health veterans and their families using a variety of treatment
modalities.
As a Vietnam Veteran, one of my key motivators in entering the social work field was to provide quality mental health services for veterans, particularly in the area of Post Traumatic Stress Disorder (PTSD). I am intimately aware of veteran mental health needs, having seen first-hand the impact military service, and particularly war, has on our veterans, and have applied this toward professionally addressing their mental health needs. I have worked with individuals and their families to provide both conventional and alternative treatment options. My training and experience ranges from Gestalt, Behavioral and Brief therapies to Body-Oriented Psychotherapy and Neuro-Linquistic Programming. I have taken a particular interest in PTSD and related stress disorders as a Private Practitioner, and have been highly successful in integrating diverse modalities to optimize patient/client outcomes.
3. Ability to communicate effectively both orally
and in writing with patients, families, clinical staff, and community
organizations.
As an active member of
the Mental Health, Social Service and Medical community since the early 1980s,
I have consistently demonstrated expertise in effectively communicating both
orally and in writing with patients, families, peers, clinical staff, and key
community organization/agency contacts. In addition to routinely
interfacing with clients as well as clinical and mental health/social service
professionals and community resources over the course of more than 25 years
while in Private Practice, Nursing and Social Services, I am a Public Speaker,
Instructor and Published author.
Concurrent with my private practice launched in 1981, I opened a Licensed Vocational School in 1993 and serve as Administrator as well as Instructor. For over 15 years I have I effectively delivered accredited Continuing Educational Unit (CEU) workshops and classes in areas including Bodywork, Massage, Energy Healing, and related topics, with audiences/students including Licensed Mental Health Counselors, Occupational Therapists, Physical Therapists, Nurses, and Physicians as well as populations outside the mental health and medical field. To support and promote my work, I am widely published both in print and video, with publications including a textbook, curriculum/ classroom materials and catalogues for several Licensed Vocational Trade Schools, and instructional DVDs.
Further demonstrating my dynamic verbal and written communication skills, prior to my more recent work, I also wrote and published a Physician s Manual on diagnostic protocol and treatment for PMS which was adopted nationwide in the late 1980s. Concurrent with that, I was conducting public speaking engagements promoting/ marketing progesterone USP for treatment of PMS through national conferences as well as television and radio broadcasts. I also offer earlier experience as a Teacher in all levels of the public school system as well as Volunteer Teaching for the Peace Corps abroad, and a background as a Trainer/Educator in fields including Nursing and Law Enforcement.
Dale McNitt Qualifying Factors C HT-38-08-244 Page 3 of 3
4. Knowledge of federal regulations, VA policy, laws
including VA benefits and eligibility as it relates to providing services to
veterans in a community based setting.
Over the course of my career, I have worked closely with Veterans in a community-based and clinical setting to provide quality mental health and social services. In order to fully understand regulations, policy and laws driving similar VA services, I have taken the initiative to research, analyze and acquire a working knowledge of their impact on delivery of services as defined by most current Federal Benefits for Veterans and Dependents publications.
I am aware of VA benefits eligibility criteria as it applies to veterans upon discharge from active military service and the broad range of programs, services and resources available to them through the Department of Veterans Affairs as defined and legislated within the US Code, as well as documentation requirements for meeting entitlement and benefits criteria. My knowledge is primarily related to mental health, social service and medical-related issues, with a solid focus on PTSD, transition and reintegration with the general public and community as it applies to veterans and family members. This includes an understanding that veterans may qualify not only based on injuries/issues resulting from combat, but as a direct result of war simulation training, armed conflict and related hazardous duties. I have consistently provided services in compliance with any policy, law or standard governing eligibility and delivery of benefits.

Knowledge
Skills and Abilities (KSAs)
1. Ability to supervise multidisciplinary mental
health staff towards a common goal, including administrative responsibilities,
program development, budget development, fiscal management, personnel/resource
management, and Automation Information System (Cyber & Information
Security).
During much of my career as an LCSW, as well as an RN, I have held administrative responsibilities in private practice, entrepreneurial and clinical environments. I have launched/co-founded and managed 9 organizations ranging from multiple educational organizations/schools to non-profits and businesses related to the mental health and psychotherapy field. With each, I have held CEO title or served on Board of Directors and have actively managed full-scope operations ranging from budgeting/fiscal management, organization/operational structuring, program development, and human resource management to marketing, promotion and business development. I have successfully recruited, trained, developed, and supervised as many as 20 staff members, including many professionals within the mental health and psychiatric nursing fields. I have further applied my resource management skills toward actively collaborating with health care and social service professionals in a leadership capacity.
Going back as far
as the early 1980s, I have consistently been actively involved in the mental
health field. In 1982 I opened Center for Individual Growth and
hired and directed a staff of mental health and medical teaching staff. I
then accepted a position with Horizon Hospital on their Psychiatric ICU floor,
where in recognition of my superior leadership skills I rapidly progressed to
Charge Nurse, with responsibility for a team of psychiatric nurses.
In 1984 I served as an advisor and troubleshooter for 4 residential houses
offering medical and social services to severely emotionally disturbed
children, consistently working with and guiding mental health professionals to
maximize level of care; in this position I also delivered in-house mental
health staff training. As a Charge Nurse with Pinellas Emergency Mental
Health Services, I again led and collaborated with staff to provide nursing
care on an Adolescent Crisis Unit. Progressing through my career, I also
served as a Therapist and Charge RN responsible for team leadership and active
delivery of therapy for hospitalized eating disorder patients.

continued
As a School Social Worker, 1993-1996, I also actively collaborated with a team that included a social worker, nurse and school psychologist in order to provide social services for four schools within Pasco County.
In regards to
technology, I have continually taken the initiative to participate in
professional development programs and classes in varied operating systems and
software/applications, and actively capitalize on technology daily to manage
client data, facilitate administrative operations and market and promote my
businesses via websites. Teaming this with my military background, where

2. Ability to develop and maintain effective
interpersonal skills and ability to communicate orally and in writing with
persons from a variety of educational and cultural backgrounds.
As an active member of the Mental Health, Social Service and Medical community since the early 1980s, I have consistently demonstrated expertise in effectively communicating both orally and in writing with patients, families, peers, clinical staff, and key community organization contacts. In addition to routinely interfacing with clients as well as clinical and mental health/social service professionals and community resources over the course of more than 25 years while in Private Practice, Nursing and Social Services, I am a Public Speaker, Instructor and Published author.
In private practice since 1981, I have consistently demonstrated the ability to forge productive relationships with clients representing a broad range of populations and backgrounds through proactive communications. Concurrently, I opened and operate a Licensed Vocational School, where in addition to steering operations I am an Instructor, applying my industry expertise as well as dynamic presentation skills toward delivering quality classroom educations. I have successfully instructed CEU classes and workshops for over 15 years, addressing audiences/students ranging from Licensed Mental Health Counselors, Occupational Therapists and Physical Therapists to Nurses and Physicians and populations with academic backgrounds ranging from GEDs to Ph.D.s. As an entrepreneur, I have conducted public speaking engagements to promote and market my products/services. Complementing this, prior to launching my career in the mental health and social service fields, I was a Public School Teacher, again requiring exceptional interpersonal relation and communication skills.
I also offer strong written communication skills. I have authored and published a physician s textbook, as well as curriculum and catalogues for 3 trade schools and narrative content for 2 instructional DVDs. These writing skills have been further used to effectively develop and maintain detailed patient/client documentation and records both as an LCSW and RN.

3. Thorough knowledge and understanding of the
problems faced by combat and conflict veteran populations; knowledgeable of
readjustment problems of veterans and the evaluation and treatment of PTSD.
While I believe that professing to have a thorough knowledge and understanding of problems encountered by combat and conflict veteran populations is an overstatement due to the complexity of the impact combat and conflict has on our veterans, as a Vietnam Veteran, I have first-hand experience in the challenge of attempting to reintegrate with society after being in a war zone and have witnessed the impact on my peers.
This
personal experience has given me a significant compassion for veterans and a passion
for assisting them as an LCSW, and I have acquired solid experience in and
knowledge of PTSD, readjustment and related issues. Although PTSD was
only recognized as an accepted diagnosis in 1980, the disorder has been evident
since war began, whether we call it combat fatigue or PTSD, and it has been
suggested that as high as 30 percent of veterans involved in combat have
experienced some level of PTSD symptoms, with higher rates recognized in
minority populations and twice the likelihood of presentation of symptoms in
women.
Symptoms are
recurrent, with patients repeatedly reliving the trauma and experiencing nightmares
to the point of developing a phobia of places, people and experiences that is
debilitating on a biopsychosocial level and impacts every aspect of their
lives, from work to relationships. Criteria for
diagnosis includes at least one recurring symptom, three avoidance/numbing
symptoms, and two hyperarousal symptoms for at least one month that causes
significant distress or functional impairment; a diagnosis of Chronic PTSD is
defined by duration of these criteria for three or more months. In
evaluating veterans for PTSD, we look at multiple factors/symptoms that can
range from sleep problems, trouble
concentrating, irritability, anger, poor concentration, and blackouts to difficulty
remembering things, increased tendency and reaction to being startled, and
hypervigilance to threat or perceived threat. In my personal experience
working with veterans, I have consistently noted additional symptoms and/or
complaints including
anxiety, suicidal ideations and/or attempts,
bipolar disorder, obsessive compulsive disorder, panic disorder addictions,
substance abuse, and eating disorders.
In treating PTSD, conventional medical and psychiatric practitioners often rely on antidepressants, such as Clonodine, Zoloft, Paxil, and Prozac, as well as varied anti-anxiety drugs and tranquilizers. I ve also seen Depakote and Risperdal used for severe hyper-vigilance. I personally question use of tranquilizers, and find the symptoms tend to exacerbate as peak blood level drops, leading to the need for increased dosages and substance dependence. As an LCSW, I find that long-term results are better attained through one-on-one and group counseling and alternative therapeutic modalities focused on stress reduction.

4. Skills in the delivery of clinical psychological/counseling services to combat/conflict veterans to include crisis counseling intervention and treatment of PTSD; experience in applying various psychological evaluation techniques used to evaluate intellectual, personality, and psychosocial aspects of behavior.
I have been
counseling and treating combat/conflict veterans for numerous years. In
1984 I earned certification in Neuro-Linguistic Programming (NLP)Techniques, a
forerunner to Eye-Movement Desensitization and Reprocessing (EMDR), also known
as eye accessing. These techniques integrate Gestalt Therapy and the work
of both Virginia Satire and Milton Erickson, and are highly effective as an
intervention tool and treatment for PTSD. Because NLP offers a broad
range of techniques, it allows the therapist to use varied strategies in
finding the technique that best addresses the individual patient s therapy
process.
I rely heavily on techniques called chaining, that rapidly move patients/clients from severe physiological relation to peaceful feelings. NLP uses anchoring or association of feelings with outcomes, similar to the practice used by Pavlov in teaching dogs that action would result in reward. We teach the client through programming to let go of traumatic feelings and replace them with positive thoughts producing a feeling of peacefulness. I am also an advocate of group work and encourage support groups. As an adjunct to psychotherapy/counseling, I teach meditation and relaxation techniques as part of living skills and family therapy and find that it generates good results in addressing PTSD and related mental health issues.
I had the
opportunity to spend three years as a collaborative team member in conducting
thorough psychological evaluations with a testing psychologist, and am
proficient in use of varied instruments/tools for conducting intellectual,
personality and psychosocial assessments. My experience includes
conducting lethality assessments to determine potential for suicide.
5. Skills in mental health case management, including
intake, treatment planning, implementation and evaluation, termination, and
follow-up; ability to prepare accurate, clinically valid mental health
evaluations and case reports.
Soon after obtaining my LMT credentials, a local psychologist training students in Gestalt saw my work and asked that I co-lead a series of workshops with him, and subsequently I built a high-volume practice based largely on referrals from him and fellow therapists. Recognizing my talents in counseling and group therapy, I promptly focused my career on mental health. I took a circuitous route toward eventually obtaining my LCSW credentialing, and first pursued an RN. Using my nursing credentials, I focused on psychiatric nursing and mental health, gaining extensive experience in intake, treatment planning, implementation, evaluation, discharge, and follow-up/after-care resourcing. Often serving in a Charge Nurse and/or Supervisory capacity, I was also responsible for developing and maintaining detailed records and clinically valid mental health evaluations and case reports.

In private practice since 1981, including 13 years of recent experience as an LCSW, I have continually delivered quality mental health care, requiring expertise in all aspects of mental health case management from intake and both one-on-one and group counseling through coordinating services through a solid network of community resources. My practice has focused on PTSD, abuse and addictions, and I am highly qualified to lend my expertise toward supporting the VA s mission in providing our veterans with quality mental health services.
6. Ability to coordinate local Vet Center services with
services offered by outside agencies.
Having been involved with mental health and social services in some capacity since 1981, I have worked with veterans to provide psychotherapy, counseling and support services vital to their effectively reintegrating with and functioning in society. As an LCSW, RN and LMT, I have developed a strategic network of resources throughout the mental health, medical and social service communities and am adept in navigating cross-functional systems to ensure delivery of full-scope, quality care and services through active collaboration with government, local, non-profit, and private sector agencies and organizations.
